A lot less down time, about 25% of the random times I try to check the box it's down.  Is this an issue with the host servers sucking?  Or external forces causing the issues?  I know it can't be use since the board is nearly idling compared to what it once was.

The sbox is down alot because some mods ban spam accounts regularly.  
The process of banning makes the sbox unavailable for a substantial amount of time.  
The admins and some other mods just delete the spam and spam accounts
(no downtime for the users),
and use banning very sparingly.
(For me, it's once or twice a month.)
To me, banning spam accounts is a case where the cure is worse than the disease.
To me, having the sbox accessible is more important than having the spam dwell time be less.

There are also server problems that bring the sbox down,
and require Sean's attention.  
(See Sean's posts elsewhere for that.)

That leaves the issues you can have with any site:
E.g. that the Internet may temporarily not let you get to the site,
from where you are on the Internet.
These partition lossages are rare.

Also, new forum.

That won't solve the problem if people dont take the needed steps to secure the board better. Does secure /may/ take away people because it is "less accessible"? Maybe. Does spam take away people from sites and forums? Yes. 

I dont think a reboot on the forum would solve it. May be a fully migration of users and messages /with/ a secured software - no matter what brand - would solve the spam issue.
