This is more in general to why I disagree with the theory in just this post, not the situation it arose from.
I think my views on this are fairly well articulated, he wasn't just being disruptive, he repeatedly broke the rules of the place in which he was being disruptive. You tolerate a little kid yelling in a supermarket or an annoying kid in class, but if that kid starts breaking things and harassing people, the relevant authority gives them adequate warnings and then kicks them out and it's their choice as to whether they permanently ban them. Usually they'll talk to the childs guardian, but in this case the offender was a grown ass man and as such should have known better. You don't have to get everyone in the class or in the supermarket to sign a petition, that's a waste of time and entirely irrelevant.

Yes, thats generally the case. But the people in charge. The teachers, moderators, have a hard time doing their job with the one problem child, when the rest of the class feels the need to get involved. Its hard to sort out the facts. The emotions. The underlying cause. The source even.
If a community, school, group of people have a strong problem with a person, instead of bitching and making war every time it happens, collectively the group or community should approach the people in charge as a unified front with coherent reasons.
My idea of a petition, was just that. Present the people who have to do something a coherent list of why this makes everyone's life unbearable as a community. The other best option is to sit back and let the people who can actually handle these things, handle these things.
It was an idea that was a mean to an end, because the only other ideas I saw were Over and Over a) Fight with him, b) just hope they do something in time. Not gonna sccomplish alot, if the situation meant as much to all of you as it seemed.
As adults ourselves, or damn close to it for most of us, to logically approach the people in charge as a collective whole with well listed reasons, because the situation was not being dealt with at a level satifactory to those involved and felt they had a stake in it. Is to me, the only thing that would have probably gotten the issue seen to sooner.
